With the Reset asserted the 8052 should set all its pins as inputs.
This will free the bus. Your programmer circuit can kick in at that point and program the EPROM. It can then tristate its pins and release the reset.
You can not use the 8052 as part of the process. I can not run a program while the EPROM is being programed. You can only control the crystal on static parts. Some parts have a minimum frequency. Your data sheet has that info.
