Just to provide basis for further discussion, I sketched quickly the following schematics.

All disclaimers apply - e.g. there is one error in pushing hard a gnd while in PROG mode agains P0 in ALE active phase... I tried to remedy it with connecting DIR to ALE but that's not good either - that would push the outputs of '245 against hard ground... A gate is needed, but I am too lazy to think on the details on the moment...

OSC is an external crystal oscillator (can be bought as a part).
