Did you check if the PART will work at DC, many older ones do not .
1 instuction is 12 clocks.
You can make a crystal oscilator with an inverter, if you know how. A Crystal clock oscilator can be used then controlled , if you do not. You then disable it. You will have to connect it properly (data sheet)
You will still need a tristate buffer to drive the data bus.

You will have yo excuse the lack of help. The point of veiw is that you are tring to invent something very obsolete. You can buy an ISP chip for $10 from digi-key.
If you have a schematic post it. You can a least get it reviewed.
