Did you check if the PART will work at DC, many older ones do not .
1 instuction is 12 clocks. You can make a crystal oscilator with an inverter, if you know how. A Crystal clock oscilator can be used then controlled , if you do not. You then disable it. You will have to connect it properly (data sheet) You will still need a tristate buffer to drive the data bus. You will have yo excuse the lack of help.
