thats right.

While I do that, I want to minimize the need of data buffers.

so in reality, most people would make a system and then the programmer when they change the contents of the rom. What I want to do is merge both circuits into one system. That way, I don't need extra counters, and I don't even have to keep on inserting or removing the ROM.
