80C51BH has no Internal ROM. He does not have BASIC. It was just an idea I tossed out. He does not want a better idea. he wants to make his idea work.

The Xtal thing is 12mhz(normal) or single clock(programming) he wants to pulse it 1 state at a time to use the CPU as an address counter for EPROM programming. The NOP will make the CPU do nothing then advance to the next address.
