Hi,

to put 250mA through each LED, one row adds up to 8amps!
Actually one "column" adds up to 8A. ULNs are used for rows, and columns are driven by xistors.

rather than larger transistors
Due to the fact that only instantaneous current is of concern, no "large" xistors are needed, ordinary SOT32 or TO126 xistors can handle up to 6A IC,PEAK.
