I would not take granted that you will get the same subjective brightness when feeding a LED in this manner.
Although the eye is not just integrating, the effect of perceiving pulses brighter than their "average" brightness is limited to a certain range of frequencies and illumination levels.

I would suggest you to do a simple experiment: take two of your fine LEDs (or any two LEDs that are from the same batch), feed one with some nominal current and an other one with a pulsed current and try to match their brightness subjectively. Try to play with different background illumination levels and perhaps try to observe them from close and from far. And please tell us what were your findings.
