Although the eye is not just integrating, the effect of perceiving pulses brighter than their "average" brightness is limited to a certain range of frequencies and illumination levels. I would suggest you to do a simple experiment: take two of your fine LEDs (or any two LEDs that are from the same batch), feed one with some nominal current and an other one with a pulsed current and try to match their brightness subjectively.
