I agree with the whole idea, but let's not neglect that under the direct sun even a 100Watt lamp is weak. I mean "under direct sunlight" differs from "outdoor".

You also told us, that the LED current is sinked by ULN2803/4.
If you keep in mind, that maximum current per output is only 200mA of this chip, which is even optimistic at high ambient temperatures, then only 200mA / 32 = 6.25mA is present per LED. Please note, that this current is much too little to give adequate brightness for outdoor use!!
The expensive high flux LEDs I use give umpteen light @ 40mA. Considering the fact that for a 32 mux the needed current is √32 . I we shall have 5.5 x 40 = 220mA. I evaluate this value as appropriate or something.

And on the soft start ... Thanx for your comments, I think keeping the LEDs off in the very first moments will do.
